Coming to a full stop and “Feinting” in the run up on a penalty kick is perfectly legal under IFAB law. Exceptions to this are for NFHS (High School) where the kicker must maintain a continuous forward motion during their run up. Coaches should definitely have some Laws of the Game training. Whoever taught these girls, this play has definitely never spent any time as a referee to their detriment. Even if you don’t consider what the first penalty taker did as a “feint” after she completed her run up, there is definitely a yellow card offense for the second attacker who comes in to take the ball when they were not originally identified as the penalty taker.
